This PR adds century_ros, ROS tools for Century products.
Currently, USB-Serial troubleshooter is supported.
Just FYI:
According to https://www.01signal.com/ja/other/usb-device-stuck-reset/ and https://github.com/mvp/uhubctl?tab=readme-ov-file#compatible-usb-hubs, some USB hubs can completely power off each port.
They may be alternatives to USB-Serial troubleshooter.
