This MR adds some docs about how to use the project in dev.

@jcgruenhage do you know if the described way of doing changes also works after changes to the codebase are done?
I'm not too sure about that, but it is also not clear to me what the clean and correct way to run the "latest" cli command would be.

Possibly related to pypa/hatch#1632

hatch is no longer the best option out there. Do we maybe want to switch to uv? :D

Other than that, yes, this should allow running the latest version.

I have no experience with that yet, but we can switch, if someone finds the time to do that ;)
