Bump minimal version to Python3.10 and update any formatting and typing issues connected with bumping the version.

Question out of interest. Is there any reason we are dropping python3.9 without waiting until October 5, the end of its lifecycle?

This will not happen immediately. This story is more of a placeholder, than immediate action point. I saw that with bumping the version our formatting/type checking tools will produce quite a lot of issues.
