PCIe Resizable BAR feature will always configure in the device the largest supported BAR size. It will be over supported system physical address space in some PCIE cards case, and will lead to system can't allocate enough resource for these resizable BAR.

We need enhance current Pcie Resizable BAR feature. develop a mechanism to pass platform specific constrain on the BAR size, then EDK PCIe Resizable BAR feature will configure largest BAR size within platform constrain.
