enh: editor guide -- Add instruction on when to add partner org label to review

Motivation: Over at Astropy, we have a link to "packages under review" and rely on the astropy label being applied for this list to be accurate. See astropy/astropy.github.com#595

It would be nice to provide instruction to EiC or Editor on when to add this label.

Hi Friends. Somehow this repo had fallen off my radar and now it's back on! So i think the request here is that we add a statement in the EiC guide that tells the EiC to label the package with astropy if the user has requested astropy review. That should be a quick addition to the guide.

Am I capturing that correctly?

So I think we'd add a sentence here that says

If the package author requested to be reviewed as a part of our Astropy partnership, add the astropy label to the review.

I also followed up on the issue @dhomeier linked above, as i think that piece is complete.
