I have been experiencing this issue on two different occasions, when on SteamLink it only happens in the right eye.
When using openXR with virtual desktop it happens on both eyes. I have noticed that when using extreme compatibility mode it sort of works fine, the layers on lines are removed.
I have attached two photos
