Provide a place to put converters from other formats

Many people have data sets in some format other than WCON. If the Tracker Commons project could provide converters from those to WCON (hopefully written by the labs that generated the data, so as to reduce the chance of leaving out something important!), it would be a better resource for people wanting to share data and/or apply common tools to whichever data format they happen to have.

Converters from WCON to other formats are possibly not appropriate in general, but there may be exceptions?

#166 contains a converter for the Multi-Worm Tracker's old format, which also will resolve this issue if accepted.
