Changed shops don’t get a new Location item in OP

What

When a stop closes and a new one opens in the same location, currently OP will not create a new shop for it.

Steps to reproduce the behaviour:

1. Go to add a proof
2. Search for “JULA österleden” (or just put in https://www.openstreetmap.org/node/4659784091)
3. Finish adding the proof
4. The proof will be associated with the Dollarstore that was previously in that location.

Expected behaviour

A new store should be created, and the proof and prices should get associated with that.

I’m not sure whether there’s a good way to algorithmically detect that a location is now a different shop or not. Maybe do a check for changed name and prompt the user whether it’s still the same shop or if a new one should be made on OP?
