When trying to find missing certificate files for aria2 (#23257) I noticed packages ${MINGW_PACKAGE_PREFIX}-ca-certificates just package the same files over and over again.
As CA certificate files is platform independent, should we just move the ca-certificates to /etc and make this a shared dependency for any package needs a certificate file? Or there are some reasons that it could't be?
