Re-enable ecp5 in nextpnr for MINGW64

Currently, nextpnr's PKGBUILD has ecp5 support dropped due to issues with building prjtrellis. Currently, prjtrellis builds just fine. I was able to build the package locally, install it, and run it. I'm new to GitHub, and I don't know how to do pull requests and such; all that's needed is uncommenting 4 lines.

Is there a problem with UCRT64, that's the recommended environment.

ecp5 is just disabled outright, claiming prjtrellis fails to build in 1.4. The line to check for prjtrellis at build time (line 28) and the lines to enable ecp5 on x86_64 architecture (62 to 64) are commented out. I was able to build it in MINGW64 just fine, and I am currently testing if it works in UCRT64.

ecp5 is disabled on all environments, switching to UCRT64 won't change anything.
Could you show what changes are required to make nextpnr build against prjtrellis 1.4

I have re-enabled ecp5, It failed last time so probably there was an issue with another package.
