Filter the Cloud IP-Range lists

Please filter the Cloud IP-Range lists. Without filtering all 5 lists are 100.000 IP ranges. With filtering only 50.000 IP ranges.

@snake14 , i have not enough knowledge to make a PR. It's to complicated for me.

Theroretically:

• get every IP range list via httprequest
• make an array from it and put only IP range in the array, if is not always exist in the array.
