Make number of replicas of all kinds of operator deployment configurable

### What you would like to be added?

Make the replicas of all kinds of operator deployments configurable. For example, we can increase the replicas of tf-operator deployment to `2` rather than the default `1`.

### Why is this needed?

For high availability.
