It's best to ask a lawyer specialized in copyright law if you want to be sure. Please not that pip doesn't installs just Python wrapper code, which is in a different repository and published under a different license than pandoc itself. |

Realistically you haven't provided nearly enough information for this question to be answered even by a good copyright lawyer, and certainly none of us IANAL types will be of much use. I can suggest you likely may be a able to use Pandoc yourself as a tool in a commercial setting but you cannot integrate it as part of an application or product you produce without considering whether the licensing terms require you to open source your own project. c.f. https://softwareengineering.stackexchange.com/a/47048/4609 |
