New command `grafana-wtf rules`

Grafana has an Alerting section.
To search and replace, we need the commands grafana-wtf rules search and grafana-wtf rules replace.

That's a good idea. Currently, we don't have any capacities adding new features, but corresponding patches are always welcome.
