[Feat Request] FakeTCP on V3

Add the same FakeTCP capacity when using TUN devices like v2 on v3

V2: https://v2.gost.run/en/tuntap/
tcp - Optional, use fake TCP tunnel, default value is false means UDP-based tunnel.

In V3 the only option is either UDP over TCP or udp2raw-tunnel, which is slow.
