Sentry CLI 3.0 Major

This is the tracking issue for any changes which should be made in the next major release of Sentry CLI, v3.0.0.

There is no timeline yet for when we would begin work on or release the next major release. We are only using this issue to keep track of what we would like to make sure we do when we get around to working on the next major.
