Should there be requirements for pinned ontology releases?

Context

Should specific ontology releases be pinned in versions of the cross-modality schema similar to CELLxGENE Discover.

This also has implications for validation because some modalities currently rely on the OLS REST API which will reference the most recent release of an ontology.
