Hide 'Billing' in preferences for self-hosted installation

On self-hosted installations, when clicking 'Preferences > Billing' you get sent back to the homepage. This causes (minor) confusion. A solution could be to hide the 'Billing' link - or provide an option to do so - for self-hosted installations.
