Note: This could also be resolved by #71 or could act as a stopgap.

Currently intel circles are only rendered on the Region maps. It would be nice if a user could open the Universe map and see intel be rendered there also. 71 Somewhat removes this, or this can act as a temporary workaround while hardcoded features are resolved.
