The only way to compare toml dicts is to manually check the .data property for equality, comparing full dicts does not work. This would be a nice convenience to have.

julia> ClimaParams.create_toml_dict(Float32) == ClimaParams.create_toml_dict(Float32)
false

julia> ClimaParams.create_toml_dict(Float32).data == ClimaParams.create_toml_dict(Float32).data
true
